Binance reports roughly $3.64 billion in net outflows after phased withdrawal restoration on 1 November 2026. The figures cover 06:00–15:30 UTC, or 13:00–22:30 in Thailand, and were also reported by Reuters.
The exchange cites $4.649 billion in withdrawals against $1.01 billion in deposits and says withdrawal volumes stabilised after an initial surge. These are platform-reported figures, not independent confirmation that every user or network has normal access.
