English Version: World Leaders Renew Pandemic Preparedness Commitment, but Key Annex Remains Under Negotiation
At a United Nations high-level meeting on 25 September 2026, leaders renewed a commitment to sustained pandemic prevention, preparedness and response. The World Health Organization highlighted surveillance, regional manufacturing capacity and more equitable access to health tools after the lessons of COVID-19.
WHO says countries have advanced the Pandemic Agreement and changes to the International Health Regulations. Negotiations are still underway on the Pathogen Access and Benefit-Sharing annex, intended to support timely sharing of pathogen samples and fair access to vaccines, medicines and diagnostics developed from them.
The annex is targeted for consideration at the World Health Assembly in May 2027, after which member states would consider ratification under their national processes. The September meeting renewed political commitment; it did not finalize the annex or bring it into force. The second image shows an earlier WHO meeting in 2025 and is labelled accordingly.
