EU’s new Arctic strategy pairs digital links with security, climate and community priorities
The European Commission and the EU’s foreign-policy High Representative presented a new Arctic strategy on 20 October 2026. Digital connectivity sits alongside security, climate, economic development and opportunities for local people.
The EU plans to support the Pan-Arctic Cable linking Greenland directly with Europe, alongside IRIS² satellite connectivity for government communications. These are policy directions and projects to develop, not completed networks.
The framework also connects ports, rail, energy and digital infrastructure with emerging Arctic transport routes. Climate research, ocean monitoring, local communities and Indigenous Peoples form other important strands.
